Yes, that speaks to hierarchical structure of medicine and how difficult it is to get things accepted. Not unlike lobbying Congress!

Barry Marshal, Noble Prize winner, suggested that H. Pylori caused peptic ulcers in 1982 but it took 15 - 20 years for the US and the rest of the world to accept.

There is another discussion about Conflicts of Interest - presumably this delay is related to that?
