Are there good systems for preventing overuse of radiation in medicine?

With background radiation (e.g. radon in ones hime) skin color, country of origin (lots of sun), size of cataracts, skin elasticity, and without any medical radiation history there may already be a problem.

Its almost as if it may be valuable for all patients through life to wear one of those x-ray exposure badges to make sure that limits are not exceeded!

Personally, rightly or wrongly, I always turn down a request to do x-rays at the dentist. I think I have had 2 dental X-rays in 17 years.
